Two Veteran Employees Earn Leadership Promotions At Long Beach Police Department

LONG BEACH, CA — Two longtime public employees are stepping into new leadership roles at the Long Beach Police Department after earning promotions that take effect Aug. 8.

Police Chief Wally Hebeish announced that Elisa Calderon has been promoted from administrative analyst to administrative operations officer, while Jennifer Serafin has been promoted from administrative analyst to administrator of the Public Records Compliance Division.

"These newly promoted leaders will play a vital role in guiding our personnel and advancing the mission of the Long Beach Police Department," Hebeish said in a statement. "Administrative Operations Officer Calderon and Administrator Serafin exemplify dedication, professionalism, and a commitment to service. I congratulate each of them as they begin this new chapter in their careers."

Calderon began her career with the city of Long Beach in 1998 as a payroll personnel assistant serving the Police and Public Works departments. She transferred to Public Works in 2006, where she later worked as a recycling specialist before being promoted to administrative analyst in 2019. She returned to the Police Department in 2021 as an administrative analyst in the Support Bureau.

She holds a bachelor of science in occupational studies from California State University, Long Beach. As administrative operations officer, Calderon will join the department's executive team, providing administrative oversight and helping guide planning, operations and strategic initiatives.

Serafin joined the Long Beach Police Department in 2020 as a clerk typist III in the Jail Division. She was promoted to administrative analyst II in 2021 and administrative analyst III in 2023.

She earned a master of public administration from California State University, San Bernardino, a bachelor of arts in criminal justice from California State University, Fullerton, and an associate of arts in administration of justice from Long Beach City College.

As administrator of the Public Records Compliance Division, Serafin will oversee Public Records Act requests, subpoenas, discovery requests and other mandated releases, helping ensure timely, accurate and legally compliant responses.
