'Finish Me Off': Graphic Video Shows Officer-Involved Shooting In Seal Beach

The video captured during the Jan. 16 incident shows the armed man fatally shot to death by officers after he tried breaking into a home.

SEAL BEACH, CA — The Seal Beach Police Department released body camera footage of officers shooting an armed man to death just minutes after the man tried to break into an apartment with a woman and her children inside in January.

In accordance with state law, Seal Beach police officers released roughly three minutes of footage from the night of the event, including excerpts of the 911 call made prior to the shooting and officer-worn body camera footage.

"As you can imagine, an officer-involved shooting is a tragic event for everyone," SBPD Chief Michael Henderson said in the released video. "For our officers, for our community and for the family members of those involved."

In the video and audio of the violent encounter, Michael Emch., Jr. can be seen arguing with Seal Beach Police officers, who were dispatched to the 100 block of Old Ranch Road at about 9:35 p.m. Monday, Jan. 16.

"I'm here to get my money from here, she owes me," Emch said on the released footage.

"Okay — come out here. She doesn't want you here," the officer replied.

The man, who was later identified as 47-year-old Emch of Irvine, was confronted by officers just moments after the woman he was attempting to reach called 911 reporting a man attempting to break down her door multiple times.

Police also released audio of the emergency calls made to 911, in which a woman could be heard whispering to a dispatcher that she was hiding inside of her home with her two kids.

On the call, the woman can be heard as she realizes that the man is her ex-boyfriend after police turned their bright lights onto him.

Outside, Emch could be seen on video footage walking out of the apartment's courtyard and toward the responding officer.

"I'm not putting my hands up," Emch could be heard saying.

"Have a seat," the officer replied.

"Nope. I'll go the other way then." Emch said in response.

The video footage shows Emch reaching into his pocket and turning his back on officers to walk toward the apartment. After he ignored the officer's demands for Emch to "get his hands out of his pocket," an officer shoots him with a stun gun.

Emch could be heard yelping in pain as he lay on the ground. According to the video, while he lay on the ground, an officer turned a corner around a wall to find him pulling out a black, semi-automatic handgun from his sweater pocket.

The video shows the officer instantly opening fire, shooting him numerous times as Emch screamed in pain.

"Finish me off," he could be heard saying to an officer after that officer called for emergency medical treatment for Emch, now lying bloody on the ground.

The investigation of the officer-involved shooting could take up to a year to complete, Chief Henderson said in the released video.

Police have not revealed the nature of the relationship between Emch and the woman inside of the home, and no information has been revealed about whether or not there was a financial conflict between them.
