Police helicopter this morning for over a half hour

Anyone know what was going on this morning near the target center?  At around 3:40, the police helicopter started circling.  At first, they were making an announcement on the p.a., but then they stopped.  Couldn't understand what they were saying.  Anyone know what happened?
