Contra Costa Central San Names New Finance Director
Phil Leiber comes to the role with 20 years of financial experience in the utility industry.

CONTRA COSTA COUNTY, CA – The Central Contra Costa Sanitary District has hired Phil Leiber as its new Director of Finance and Administration, effective Nov. 28. Leiber will lead Central San’s finance, purchasing, information technology, risk management, communication services and intergovernmental relations activities.
“We are pleased to welcome Phil to Central San. He has amazing credentials and a wealth of experience that will help us to continue our focus on fiscal responsibility and planning for the future needs of our customers," said Roger Bailey, Central San’s general manager,
Leiber, a certified public accountant, has 20 years of financial experience in the utility industry. Before joining Central San, he served as the Chief Financial Officer of Coronal Group, a utility-scale solar developer headquartered in Glendale, and was CFO of the Los Angeles Department of Water and Power, the nation’s largest water and power municipal utility. He has also served as CFO of Seattle City Light, and CFO and Treasurer of the California Independent System Operator based in the Sacramento area.

He holds a master’s degree in accounting and a bachelor’s degree in business administration/finance from the University of Michigan, and a master’s degree in computer information systems from the University of Phoenix.
“I am very happy to be joining the Central San team,” Leiber said, “and working with the dedicated staff and management to implement their goals and objectives. I am impressed with the sense of pride in the mission and history of the organization, and the effort that the Board, management and staff have put into planning for the future. I look forward to contributing to the implementation of these plans.”
