Millbrae City Council Meeting Recap For April 28, 2020

The City established a temporary email address citizens used to email comments for public communication or for agenda items.

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

The City established a temporary email address citizens used to email comments for public communication or for agenda items. All public comments sent before the City Council meeting were read aloud during the meeting. The City Clerk read all email comments, provided that the reading did not exceed three (3) minutes, consistent with the time limit for speakers at a Council meeting. The email comments submitted became part of the record of the Council meeting.

Following the Pledge of Allegiance, the Millbrae City Council presented and Mayor Reuben Holober summarized the following proclamations:

  • Commendation Thanking the Millbrae Lions Club for Donation of Masks and PPE
  • Commendation Thanking the Millbrae Cultural Committee for Donation of Masks and PPE
  • Commendation Thanking the Millbrae Community Foundation for $10,000 Contribution to SMC Strong

Under new business, the City Council received a presentation from SAMCEDA on the San Mateo County Strong Fund and unanimously approved, with a vote of 5-0, a resolution approving the allocation of $100,000 from the City General Fund to assist Millbrae small businesses to address the negative economic impacts resulting from the COVID-19 pandemic (item 12). The Millbrae Community Foundation was one of the first SMC Strong contributors with a donation of $10,000. Millbrae residents can donate to the SMC Strong Fund at www.smcstrong.com.

Under the public hearing, the City Council received a briefing on the issuance of tax-exempt bonds for the Gateway at Millbrae Apartments and unanimously approved, with a vote of 5-0, a resolution approving the issuance of bonds (item 9). An amendment to give veterans preference was added to the resolution.

The City Council unanimously approved, with a vote of 5-0, items 5, 7 and 8 on the consent calendar.

Item 5 - Resolution Approving Revised Summary of Management Benefits Effective August 1, 2019 to Satisfy Requirements of Government Code Section 20636 and California Code of Regulations Section 571.

Item 7 - Waive Second Reading and Adopt an Ordinance Adding a New Chapter 5.130 to the City of Millbrae Municipal Code Entitled “Safe Storage of Firearms in Residences”.

Item 8 - Resolution Authorizing City Manager to Execute program Supplemental Agreement No. F011 to Administer Agency-State Agreement for Federal-Aid Projects No. 04-5299F15.

Item 6 was removed from the consent calendar for further discussion.

After further discussion, the City Council unanimously approved, with a vote of 5-0, a resolution awarding an auditing contract to Badawi and Associates for professional auditing services (item 6).

Under existing business, the City Council requested that the second design chosen by both the Cultural Arts Committee and Sister Cities Commission for the Official City of Millbrae Flag be mocked up, printed on paper and/or fabric, and presented to the City Council at a future date for further review (item 10).

Under existing business, the City Council received an informational update on the Millbrae Recreation Center Restoration Project (item 11).

Under new business, the City Council received report regarding the fiscal impact of COVID-19 on the General Fund Fiscal Year 2019 – 2020 and process for the Fiscal Year 2020 – 2021 Budget Adoption (item 13).
