Millbrae City Council Meeting Recap For July 14, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

Starting on July 14th, the City allowed members of the public to provide comments by joining the City Council meeting via Zoom. Members of the public were provided the meeting’s web link, call-in phone number, meeting ID, and password. All public comments were subject to a 3-minute time limit unless otherwise determined by the Mayor.
Following the Pledge of Allegiance, the Millbrae City Council presented a proclamation proclaiming the month of July as Parks and Recreation Month.

Item 5 – City Council discussed the motion to recess from regular meetings for the month of August 2020. Following discussion, the City Council voted 4-1 with Vice Mayor Schneider dissenting to approve the recess.
The City Council unanimously approved, with a vote of 5-0, items 6, 7 and 8 on the consent calendar:
Item 6 – Resolution authorizing collection of fiscal year 2020 -2021 stormwater fees on the San Mateo County tax roll;
Item 7 – Resolution adopting the revised salary schedule for Teamsters Local 856, Miscellaneous Unit effective the first full pay period after July 1, 2020 (July 12, 2020) to include maintenance worker ii and amending the City of Millbrae’s position control table for fiscal year 2020-2021;
Item 8 – Resolution authorizing the City Manager to execute a third amendment to the agreement for public safety communication services with the County of San Mateo.
Item 9 – City Council received an informational report on the City’s Sea Level Rise Adaptation Assessment. The full report can be found at https://www.ci.millbrae.ca.us/departments-services/public-works/sea-level-rise-climate-assessment.
Item 10 – the City Council unanimously approved, with a vote of 5-0, to defer a water rate increase effective July 1, 2020 to January 1, 2021.
