Millbrae City Council Meeting Recap For June 9, 2020
The City Council unanimously approved, with a vote of 5-0, items 5, 6, 8, and 9 on the consent calendar.

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

The City established a temporary email address citizens used to email comments for public communication or for agenda items. All public comments sent before the City Council meeting were read aloud during the meeting. The City Clerk read all email comments, provided that the reading did not exceed three (3) minutes, consistent with the time limit for speakers at a Council meeting. The email comments submitted became part of the record of the Council meeting.
Following the Pledge of Allegiance, the Millbrae City Council presented a proclamation condemning the murder of George Floyd, and condemning violence and racism towards people of color. The City Council recognized the month of June 2020 as Pride Month in support of the LGBTQ community. The City Council presented a commendation to outgoing Millbrae School District Superintendent Vahn Phayprasert for his 12 years of service to the Millbrae community.

The City Council unanimously approved, with a vote of 5-0, items 5, 6, 8, and 9 on the consent calendar.
Item 5 – Resolution of the Millbrae City Council establishing the appropriations limit for fiscal year 2020 – 2021.
Item 6 – Ordinance adding Article XXXI “Development Impact Fees” to Title 10 Chapter 10.05 of the Millbrae Municipal Code.
Item 8 – Reappointments to the City of Millbrae’s commissions and committees.
Item 9 – Consider approval of an urgency ordinance extending a moratorium on eviction for non-payment of rent by small commercial tenants impacted by the COVID-19 pandemic.
Item 7 was removed from the consent calendar for further discussion.
The City Council did not approve, with a vote of 2-2-1, item 7 – Resolution authorizing the City Manager to execute the amendment to the agreement with the County of San Mateo for Animal Control Services to extend the agreement for one year. Councilmember Gina Papan abstained from the vote.
During the public hearing, the City Council unanimously approved, with a vote of 5-0, a resolution adopting development impact fees for general government facilities, recreation facilities, public safety, park acquisition and facilities, and mobility infrastructure (item 10).
Under existing business, the City Council unanimously approved, with a vote of 5-0, a resolution appropriating operating and capital budgets for fiscal year 2020 – 2021 (item 11).
Under new business, the City Council unanimously approved, with a vote of 5-0, an urgency ordinance of the City of Millbrae regarding use of city property for outdoor dining (item 12). An amendment was made to the resolution allowing for the closure of any portion of any street for the purpose of dining during special events.
