Millbrae City Council Meeting Recap For May 26, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

The City established a temporary email address citizens used to email comments for public communication or for agenda items. All public comments sent before the City Council meeting were read aloud during the meeting. The City Clerk read all email comments, provided that the reading did not exceed three (3) minutes, consistent with the time limit for speakers at a Council meeting. The email comments submitted became part of the record of the Council meeting.
Following the Pledge of Allegiance, the Millbrae City Council presented a commendation to the Support Life Foundation for helping support the victims of the Hemlock Avenue apartment complex fire.

The City Council unanimously approved, with a vote of 5-0, items 6, 7 and 8 on the consent calendar.
Item 6 – Quarterly investment schedule for the third quarter of fiscal year 2019-2020.
Item 7 – Resolution awarding janitorial services contract to MBC Custodial Services, Inc. (MBC) in the amount of $151,235, authorizing the City Manager or his designee to execute the subject contract for up to three one-year options at an annual cost of $151,235 Plus an annual escalator based on the San Francisco Bay Area Consumer Price Index and execute contract change orders up to the contingency amount of $20,000.
Item 8 – Resolution awarding construction contract to HM Construction Inc. for the Millbrae Transit Center to Spur Trail Connection Gap Closure Project.
Item 5 was removed from the consent calendar for further discussion.
The City Council unanimously approved, with a vote of 5-0, item 5 – Resolution approving and authorizing the execution of first amendment to the grant agreement to support Millbrae Community Television (MCTV) and first amendment to agreement for broadcasting, video and channel management services by MCTV.
During the public hearing, the City Council unanimously approved, with a vote of 5-0, the waiving of the first reading and the introduction of an ordinance adding Article XXXI "Development Impact Fees" to Title 10, Chapter 10.5 of the Millbrae Municipal Code (item 9).
Under existing business, the City Council received the Fiscal Year 2020-2021 Budget Report (item 10).
Under existing business, the City Council received the proposed operating and capital budget for fiscal year 2020-2021 with provisions for cost containment (item 11).
Under existing business, the City Council unanimously approved, with a vote of 5-0, a draft letter in response to the California High-Speed Rail 2020 Business Plan with an amendment to page 3, adding “up to 23 housing” and removing the bold wording at the bottom of the page (item 12).
Under existing business, the City Council received an informational update on the Millbrae Recreation Center Restoration Project (item 13).
Under existing business, the City Council unanimously approved, with a vote of 5-0, the recommended art work submitted by Millbrae Seniors for utility box painting (item 14).
