Millbrae City Council Meeting Recap For October 27, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

Members of the public can provide comments by joining the City Council meeting via Zoom through web link or call-in phone number. All public comments were subject to a 3-minute time limit unless otherwise determined by the Mayor.

Following the Pledge of Allegiance, the Millbrae City Council presented a proclamation honoring State Senator Jerry Hill. In addition, the City Council presented a proclamation honoring the 75th anniversary of the United Nations.

The City Council unanimously approved items 7, 9, and 10 on the consent calendar:

Item 7 - Resolution authorizing the City Manager to execute the second amendment to the agreement with V&A Consulting Engineers.

Item 9 - Receive and file monthly general fund financial report for the period ending September 30, 2020.

Item 10 - Approval of friendship city agreements with Ramallah, Palestine and the City of Dongguan in China.

Items 5, 6, and 8 were removed from the consent calendar for further discussion.

Item 5 - The City Council approved the City commission and committee appointments as recommended.

Item 6 - Resolution to amend and update the Youth Advisory Committee bylaws - passed unanimously.

Item 8 - Designating the City Manager as the authorized representative in pursuing the California State Water Resources Control Board Water Recycling Funding Program to fund the Recycled Wastewater System Project – passed unanimously.

Following the public hearing, the City Council unanimously approved Item 11 - Public hearing to adopt the final Climate Action Plan (CAP) Initial Study-Negative Declaration and adopt the final CAP – with amendments.

Under new business, the City Council unanimously approved Item 12 - Initiate refunding process for the 2009 Series A and Series B Wastewater Certificates of Participation (COPs).

Under new business, the City Council unanimously approved, with amendments, Item 13 - Introduced and waived the first reading, set the public hearing on November 10th to consider ordinance for the adoption of amendments to Millbrae Municipal Code Title 24 Part 6 Energy Code and Part 11 Green Building Code to adopt local reach codes to reduce greenhouse gas emissions.
