Monrovia Man Arrested For Using Cellphone to Look Up Woman's Skirt

Joaquin Rodriguez, 33, was booked on the misdemeanor Peeping Tom violation for the April 3 incident.

A man was in custody today after allegedly pointing a cellphone under a woman's skirt while in line at a convenience store in Panorama City, police said.

Joaquin Rodriguez, 33, of Monrovia was booked on Friday on suspicion of a misdemeanor Peeping Tom violation in connection with the April 3 incident at an ARCO am/pm store at Roscoe and Ventura Canyon boulevards, said Los Angeles police Lt. Paul Vernon.

Bail was set at $50,000, and a federal immigration hold was placed on Rodriguez, who had re-entered the United States after having been deported, Vernon said.

A female witness saw the man point the cellphone under the skirt of a 27- year-old woman while in line at the store, and she and the alleged victim followed Rodriguez into the parking lot, Vernon said.

"The victim took pictures of the man in his car and of the car's license plate,'' Vernon said. The investigation led to Rodriguez' arrest.
