Parker was involved in some sort of conflict with another man before he opened fire toward the victim from a vehicle, Dugan said. The victim escaped injury, he added.

Parker did not enter a plea Tuesday at his arraignment, which was rescheduled for April 28 in the Harbor Justice Center in Newport Beach. Parker, who was being held on $1 million bail, listed his occupation as "sales."
