Housing Appeal, Development Fees And Waste Rates Discussed At Next Marin County Supervisors Meeting
The Supervisors will discuss a housing appeal, new development fees and proposed waste rate increases for West Marin.
MARIN COUNTY, CA – The Marin County Board of Supervisors is set for a busy agenda on Tuesday, with key discussions scheduled on a major housing development appeal, proposed development impact fees, and a potential waste rate increase for parts of West Marin.
The meeting will be held at the Showcase Theater at Marin Center, 20 Avenue of the Flags, San Rafael, as the Board Chamber continues to undergo audio and visual upgrades. The session begins shortly after 9 a.m..

- Appeal of Lucas Valley Housing Project: The Board will hear an appeal regarding a controversial proposal to subdivide a 61.33-acre lot at 1501 Lucas Valley Rd. into 36 single-family homes, along with common and remainder lots. The appeal follows a Planning Commission decision that directed the developer to fund an environmental review, including the evaluation of property grading options.
- Development Impact Fees and Standards: Supervisors will hold a public hearing to consider the adoption of new development impact fees and offsite objective design and development standards for public facilities. The proposal aims to ensure new development projects pay their fair share for off-site impacts, with many existing fees having remained unchanged for years.
- West Marin Waste Rate Hike: The Board will consider a contract amendment and a 9 percent rate increase for customers of Recology Sonoma Marin in West Marin Franchise Area 1. This service area covers West Marin, Muir Beach, and coastal communities, excluding Bolinas and Stinson Beach. If approved, the new rate would take effect on April 1.
- Allocation of Year-End Funds: The Board is expected to discuss the allocation of the $10.685 million unassigned year-end fund balance from the 2024-25 fiscal year. Staff recommendations include funding for facilities, affordable housing, a homelessness contingency reserve, immigration support, and design work for Sir Francis Drake Boulevard.
- Affordable Housing at Former Coast Guard Site: The Community Development Agency seeks approval for a disposition and development agreement with Tamalko Homes LP for the transfer and redevelopment of the former U.S. Coast Guard multifamily housing site at 100 Commodore Webster Drive in Point Reyes Station. The project would create much-needed housing for lower-wage workers in West Marin and is seeking tax credit funding for the estimated $55.4 million redevelopment.
- TRUTH Act Forum: The Board will host its annual public forum mandated by California's Transparent Review of Unjust Transfers and Holds Act. This informational session will present data on interactions between local law enforcement and federal immigration authorities during the previous year and accept public comment. No Board action will be taken at the forum.
