Man accused of masturbating near women and kids at park

A San Rafael man was arrested on allegations of masturbating while watching two women and their children at a playground.

Fidel Humberto Saravia Cortez, 46, was booked on suspicion of indecent exposure and violating probation. Saravia was assigned to a public defender Wednesday and pleaded not guilty.

The incident occurred Monday afternoon in Gerstle Park, where police received a report of a man masturbating a few feet from the playground while looking directly at the women and children, said police spokeswoman Margo Rohrbacher.

Police found Saravia in a bathroom near the playground, searched him and found a tube of Vaseline and two pairs of Latex gloves in his possession.

The witnesses identified Saravia as the man they saw, Rohrbacher said.

Saravia is on probation for a drunken driving case and was required to live a law-abiding life to remain on probation. The district attorney's office filed to revoke his probation.

Where is the Immigration Status that used to accompany these reports. The public deserves to know if these are the types of people being returned to our streets in violation of Federal law due to passage of the AB4 "Trust Act" which forces all counties in CA to ignore ICE detainers on all but the most violent individuals, allowing people like this to return to our communities to reoffend, instead  of transferring them to ICE custody to be removed or placed in removal proceedings.
