Tenant Protections To Swim Lessons: Novato Previews A Busy Spring For Residents

NOVATO, CA — Novato residents will see a full slate of city initiatives in the coming weeks, from new tenant protections to summer program sign‑ups and a fresh push to involve the public in the budget.
In her report to the City Council, City Manager Amy Cunningham highlighted three major items she wants residents to know about.
First, Cunningham announced that registration has opened for the city’s spring and summer recreation programs, run by Novato Parks, Recreation and Community Services.

“You can find all of the exciting events in the activity guide that is posted on our website,” she said. “Our programs fill up really, really fast.”
Second, Cunningham said the city has posted a draft just‑cause eviction ordinance for public review. The proposal grew out of a series of outreach meetings last year, held in both English and Spanish, and a council study session.

“The draft ordinance is designed to expand local protections for tenants facing no‑fault evictions,” Cunningham explained. The City Council is scheduled to hold a public hearing on March 24, giving tenants, landlords and advocates a chance to weigh in.
The third initiative is about how Novato talks to its residents about money. Cunningham said the city is beginning its annual budget process and is asking the community how they want to be engaged.
“Right now, we have a survey out there asking you how we can best connect with residents,” she said. The survey, available on the city’s website, asks when and how people would prefer to participate in budget discussions. It will remain open through Sunday and will help shape the city’s outreach plans.
“People want to be at the table before decisions are made, not just after,” said councilmember Sandeep Karkal.
