9 story condo at Rockaway???

What's this about the permit process for a nine story structure at Fassler and HWY1?  Apparently the permits are to excavate "the rock" (hill at the bottom of Fassler, north of the bowling alley) and build a high rise there... that should help traffic a bunch.  Does anyone know anything about this?
