How did measure W ever get past the costal commission?

No on W. The hotel is on top of a historic site

Has any one noticed that the new measure W hotel is set to go right on top of the sea cave at Rockaway beach? That cave has native american petroglyphs in it and it was likely the fish camp for the village of Purastac that was once here. The Historic society knows all about it. How did they ever get that past the costal commission? Did they use the jedi mind trick? The commission exists just to prevent that sort of thing. I know people who were persecuted for trying to build things that were nowhere the beach and that cave is on the beach and an important historic site. The W propaganda machine is run by people who are not near here and know nothing of our local conditions. What did they do to get that approval?
