Investigators said the 16-year-old was riding the electric motorcycle at a high speed on the shoulder of Highway 1 when he collided with the box truck at the intersection.
The electric motorcycle involved is classified as an electric off-highway motorcycle because it did not have pedals, under state law, police said.
