Stormwater Project Sewer Work Continues Impacting PCH Drivers in Pali

As Pacific Palisades commuters prepare most days to encounter some travel issues, whether it be on the Pacific Coast Highway, the I-10 or the mammouth 405 Freeway construction, stormwater improvement work will bring PCH lane closures and reductions to the area.

Evidenced in late April at the PCH/Chautauqua Boulevard/Entrada Drive intersection, a city sanitation department vactor truck has been set up in the area. That's the coastal interceptor sewer at PCH.

Motorists from the 90272 and surrounding area have responded to the congestion caused by the work at the five-way intersection, plus the Temescal/PCH work.

According to the Department of Public Works, the vactor work will continue for the next two weeks. The Prop O contractor is also working on Temescal Canyon Road on the side of the road out of traffic lanes. Beginning May 6, the Department of Water and Power took the dedicated right turn lane on PCH at Temescal to lay down steel plates in preparation for trenching and conduit work for the Prop O project that may take three to four weeks starting May 13, according to the DPW.

During that time, an additional traffic lane may need to be taken for the work. When needed, the additional lane will be closed between the hours of 10 a.m. and 2 p.m.

The Pacific Palisades Community Council learned on March 28 that the next package of Prop O work for Santa Monica Bay low flow diversion upgrades requires completing a remaining 900-foot alignment near the PCH and "micro-drilling" will be required. 

An engineer said the second phase of a 12-month project begins this fall, and Caltrans tentatively plans to announce these PCH-related closures as the project dates get closer:

  • On the morning peak hours between 6 and 10 a.m. two northbound and three southbound lanes will need to be provided, as well as prohibit the left turn ingress and egress at driveways.
  • On the evening peak hours between 3 and 7 p.m. three northbound and two southbound lanes will need to be provided while prohibiting left turn ingress and egress at driveways.
  • During off peak hours between 10 a.m. and 3 p.m. and 7 p.m. and 6 a.m., two northbound and southbound lanes will need to be provided, as well as a 10-foot center buffer lane. Openings for left-hand turn access to driveways will need to be provided.
