East Palo Alto, Los Altos, Menlo Park, Mountain View and Redwood City are the others.
All six cities are collaborating with Stanford in research on policing reforms and best practices.

Joyce Tagal led the study research through the Lane Center’s City Manager’s Initiative, the report said.
Tagal conducted a 10-week rapid research project that included a review of case study analysis and academic research.
“We’ve learned there is great value in approaching cities and asking them to design their own research questions,” said Preeti Hehmeyer, associate director of the Bill Lane Center.
“When cities, as opposed to academics, determine the agenda based on community conditions, we know that the results will address the most urgent matters city managers face day-to-day.”
