Arrest Made In Fatal Shooting At Petaluma Outlets Center: Police

PETALUMA, CA — A Concord man was arrested Friday morning in connection with a fatal shooting in September at Petaluma Village Premium Outlets, Petaluma police said in a news release. David Kyle Lubkin, 26, was taken into custody at 6:16 a.m. Friday in the 2600 block of Bonifacio Street in Concord, according to Petaluma police Lt. Brian Miller.

Lubkin was booked into the Contra Costa County jail in Martinez on suspicion of homicide in the Sept. 28 death of Ezequiel Garcia, 19, of Santa Rosa.

Garcia was discovered unconscious inside a car when police responded around 8 p.m. Saturday, Sept. 28, to simultaneous reports of gunshots and a solo-vehicle crash at the outlets center on Petaluma Boulevard North.

Despite officers' and firefighters' efforts to resuscitate Garcia, he died at the scene having suffered at least one gunshot wound.

"After extensive investigation over the past six weeks, Lubkin was identified as the sole suspect in this homicide investigation," Miller said. "It appears that Lubkin and Garcia mutually agreed to meet at the Petaluma Factory Outlets and during that meeting an altercation may have ensued resulting in the shooting death of Garcia."

In addition to Concord and Petaluma police personnel, law enforcement officials with the U.S. DEA were on hand as a Lubkin was taken into custody and a search warrant was executed at Lubkin's residence.

Citing the ongoing investigation, Miller said Friday that no further information was being released about a suspected motive in the shooting.
