PETALUMA, CA – After logging two calls this morning from citizens reporting a man passed out in a car, responding Petaluma police officers arrested a 22-year-old man, who reportedly was found with drugs and paraphernalia in his lap and admitted smoking fentanyl in his vehicle, authorities said.
After the citizen calls, police were dispatched at approximately 8:20 a.m. to Payran Street and Petaluma Boulevard North where a vehicle matching the description was located and occupied by a male, later identified as Nicholas Dibley, a Petaluma resident, the Petaluma Police Department said.
Dibley allegedly had suspected narcotics and drug paraphernalia in his lap and admitted to officers that he had smoked fentanyl in his vehicle, according to officials. Found in a subsequent search of the car was a "small amount of fentanyl mixed with black tar heroin and drug paraphernalia used to smoke it," police said.
