Berkeley City Council Approves Plans to Address Housing Crisis
The housing crisis in Berkeley was addressed recently by the City Council which approved a number of proposals to help alleviate the issue.

According to the San Jose Mercury News, (1) the Berkeley City Council has approved a number of proposals which are designed to encourage and support the construction of affordable housing. in Berkeley. Some proposals were improved for implementation and others were approved for further study. The categories range from financial to changes in taxes and fees to rezoning. The goal of the City Council is to create an action plan similar to housing proposals in other cities such as neighboring Oakland. Mayor Tom Bates assigned a target date of September 27 to the city manager to complete and present the suggested strategy.
Councilman Kriss Worthington presented a 25-point proposal to protect the affordable housing that already exists, and to support and encourage the development of additional affordable housing.
The Bates-Capitelli proposal, which was approved by the council includes changes in zoning south of the UC Berkeley campus to add additional student housing, add more revenue to the Housing Trust Fund, and changes in fees for various moves, and also an ordinance to regulate short-term rentals. Also approved is a study to give a city density bonus of up to 50 percent more allowed units to developers if a project supplies affordable housing.
