Letter to the Editor: Moraga Canyon Water Main
Piedmont resident Rick Schiller writes about the costs of relocating or replacing an EBMUD water main as part of the Blair Park sports field proposal. Click on the PDF to see his correspondence with EBMUD.

Concerning the Blair Park proposal, there appears to be a one million dollar plus cost discrepancy in this project already.
The PRFO cost estimate includes: “20-inch water main $191,534.” On Aug. 9, 2011, I discussed the 20” distribution line (20SMM56) with Nancy Berchem, EBMUD New Business Rep., (510) 287-1009, nberchem@ebmud.com, by email and voice.
The City had received a letter about this on Aug. 4, 2010.

Ms. Berchen stated the rough estimated cost at $2,800-$3,000 per linear foot. There are minimally 425’ feet that require relocation. By these figures the estimate is about $1.2M. Easements are the responsibility of the City.
In discussion, Ms. Berchem indicated the cost could go higher if bedrock is found. EBMUD requires a $1,257 fee to estimate this project and proved a firm number. As of Dec. 1, 2011 no one from the City or the PRFO had contacted EBMUD on this matter.

This Council has repeatedly stated that both realistic cost estimates and a “show me the money” attitude is the new game in town. Neither of those conditions is met. Given the undergrounding debacle and the use of the Sewer Fund on Crest Road, it is difficult to believe that staff and Council have not learned from recent errors. Is the one million dollars to be paid by General Funds?
