Board Meeting Summary – October 13th, 2021

At its October 13th meeting, the Piedmont Unified Board of Education:

Received Presentation: Local Indicators Reported For The California Dashboard Accountability System – Read background here. All school districts in California are examined using six state indicators, as well as five local indicators including: Basic Conditions, Implementation of Academic Standards, Parent Engagement, School CLimate and Access to a Broad Course of Study. Received Update on Local Control and Accountability Plan Progress – The Local Control Accountability Plan (LCAP) is a three-year plan that describes the goals, actions, services, and expenditures that public schools in California plan to use to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) like Piedmont Unified School District (PUSD) to share their stories of how, what, and why programs and services are selected to meet their local needs. Assistant Superintendent, Dr. Cheryl Wozniak, presented the Board with LCAP Progress Update #1 which includes a summary of the first LCAP Committee meeting and highlights from the ongoing LCAP actions/services work happening at each level.

Received Update on Governor’s Student COVID-19 Vaccine Mandate – On October 1, 2021, Governor Newsom announced the COVID-19 vaccination will be added to California’s list of required vaccinations for K-12 student enrollment following full FDA approval. As there is no definitive timetable for when the FDA will approve the COVID vaccine for students of all grade levels (currently approved for ages 16+), the state’s policy encourages school districts to continue moving forward with their own vaccine requirements. Piedmont Unified was one of the first districts to approve a student vaccine requirement on September 22nd and this policy remains in effect. All families of age-eligible students (currently 12 and above) are required to provide proof of vaccination status or medical exemption no later than Wednesday, November 17th, 2021.

Students who will turn 12 during the current school year will have eight weeks to administer both COVID vaccination doses to meet the requirement.

Received Update on Budget and Multi-Year Projection Based on Census Day Information – Read background here – The Board received information on enrollment and personnel incorporated into a budget update as of October 8, 2021. When the Board adopted the 2021-22 Budget, it also adopted a resolution recognizing that the next two fiscal years would require significant budget adjustments. The resolution committed the Board to review the multiyear projections (MYP) regularly throughout the year. This October budget update provides an updated MYP based on the current information. Approved Resolution 13-2021-22 – PUSD Staff Vaccine Requirement – The Resolution requires all PUSD staff, contractors and consultants to provide proof of vaccination by Thursday, December 9th, 2021. The Resolution also includes District volunteers and all visitors to campuses. The Resolution does not provide for a Personal Belief exemption. Medical exemptions provided by a licensed physician will be considered.

Conducted Public Hearing on Second Reading of 2021-22 Contract Openers between the District and the Association of Piedmont Teachers (APT) – The Board Conducted a second public hearing for 2021-22 contract openers between the district and the Association of Piedmont Teachers; sunshine articles to be negotiated for a memorandum of understanding and salaries.

Approved Resolution 14-2021-22 – Authorizing Remote Teleconference Meetings – Read background here – Piedmont USD can continue to hold remote Board meetings provided a few conditions are met. Since Alameda County’s Public Health Department no longer has a social distancing requirement, the District’s Board must make a finding that in-person meetings “present imminent risks to the health or safety of attendees.” This Resolution states that this is the case. This Resolution can only be valid for 30 days, so the Board will need to approve a new resolution each month in order to continue to hold remote meetings.

Approved 2021-22 Tentative Agreement on Memorandum of Understanding between the California School Employees Association (CSEA), Chapter 60 and Piedmont USD – Read background here – The Tentative Agreement on Memorandum of Understanding between the California School Employees Association (CSEA), Chapter 60 and Piedmont USD (PUSD) regards issues related to COVID-19 and the opening of schools during the 2021-22 school year.
