Using Hong Kong Model, Convert BART Land into Mixed Use Housing

The BART Transit-Oriented Development Policy, which was adopted on June 9, 2016, lays out a plan to enhance the stability of BART’s financial base by implementing several programs. These include offering 66 year ground leases for joint development projects and soliciting proposals for transit-oriented development objectives. (1)
The Tech for Housing Blog suggests following the Hong Kong model by consolidating BART station parking into underground and multi-story facilities, and converting the available land now used for single-level parking into property available for housing construction. (2)
Ticket sales on the Hong Kong’s transit system, called MTRC (Metro Transit Railway Corporation) cover operational costs, and the second revenue stream is generated from it’s real estate holdings around the stations, which is where MTRC makes the most of it’s revenue and how it pays for constant maintenance and reinvestment, resulting in one of the most efficient and on-time public transit systems in the world.

The Bay Area needs more housing, and this could be an excellent solution to add housing, while improving BART.
