Hercules Police Arrest Defiant Man Who Allegedly Hit Construction Worker with Car

The victim was directing traffic during road repaving when he was struck.

A 75-year-old man allegedly struck a construction worker with his vehicle on Wednesday afternoon in Hercules and later struggled with officers during his arrest, according to police. Hercules police officers responded at 5:17 p.m. to the intersection of Sycamore and Palm avenues, where police said a worker had been hit by a car at a construction site.

The victim, who was not injured, was tasked with directing traffic away from a road that was closed for roadway repaving, police said. A driver had refused to comply and drove slowly toward the victim and eventually hit him, according to police.

The driver, later identified by police as Elliott Troutman, of Rodeo, then drove through the construction zone. When officers identified Troutman and went to his home, police said, he resisted officers’ orders and grabbed an officer to prevent being detained. He was arrested on counts of assault with a deadly weapon and resisting arrest and booked into Martinez Detention Facility.
