Man Suspected of Trying to Kidnap Teen Girl in Richmond Arrested
Police say Joshua Mann, 30, was arrested at his Richmond home around 5:45 p.m. Thursday.

A man suspected of trying to kidnap a 15-year-old girl as she walked home from school in Richmond last month was arrested on Thursday night, a police lieutenant said today.
Joshua Mann, 30, was arrested at his Richmond home around 5:45 p.m. Thursday after a resident who had seen his photo on television spotted him and called 911, Richmond police Lt. Andre Hill said. Police had asked for the public’s help in identifying Mann, who was captured in two photos by the father of the teenage girl he allegedly tried to pull into his car on Aug. 22.
The incident happened around 3:50 p.m. as the teen was walking home from Kennedy High School near South 39th Street and Florida Avenue, police said. The girl was able to break free from the man’s grasp and ran away.
