Rate Pinole Public Officials: City Manager Belinda Espinosa

With sharply reduced property and sales tax revenues over the last several years, Pinole city government has faced harsh fiscal challenges. City staff and the city council have presided over extensive layoffs, the loss of redevelopment, budget reductions and cuts in services and programs. The same is happening in cities all over California.

While elected officials set policies and adopt budgets, city staff members implement them. In Pinole's case, the leader in that task is City Manager Belinda Espinosa — with the help of department heads and other staff.
