
The Fair Political Practices Commission may hit Hercules’ ex-city manager with a $70,000 fine after finding conflicts of interest and evidence of unreported gifts of food and travel during his nearly four-year tenure.
Nelson Oliva resigned in January 2011, and is considered by many to be the chief perpetrator of the city’s financial distress. On Nov. 14, the FPPC will vote on 14 violations, each carrying a fine of $5,000, according to the Contra Costa Times.
