REDONDO BEACH, CA — Redondo Beach is preparing an approximately $825,000 project to improve sidewalk accessibility at 24 locations across the city, targeting street crossings where curb ramps are missing, deteriorating or fail to meet current accessibility requirements.

The City Council was scheduled to consider awarding a $537,887.50 construction contract to DT Stellar General Engineering on Tuesday, Oct. 13, as part of an effort to remove barriers for pedestrians, particularly wheelchair users and others with mobility challenges.

According to a Public Works Department staff report, the 24 locations were identified through requests from residents and inspections conducted by city employees, with particular attention given to crossings where ramps are missing altogether.

The proposed improvements are intended to bring the affected locations into better compliance with the Americans with Disabilities Act while making it easier for pedestrians to navigate the city's sidewalks.

A project-location map included in the Oct. 13 council agenda materials identifies work along Ripley Avenue at Meyer, Pullman, High and Hadley lanes, as well as at Anita Street and Harkness Lane, Robinson Street and Aviation Place, and Vincent Street and Irena Avenue.

Other locations include Rockefeller Lane and Perkins Lane, Condon Avenue and Firmona Avenue, and Pinckard Avenue and Vail Avenue.

The council previously approved the project's plans and specifications July 7, authorizing competitive bidding. Eleven companies subsequently submitted proposals, which were publicly opened Aug. 27.

DT Stellar General Engineering submitted the lowest bid at $537,887.50, approximately $63,770 less than the second-lowest proposal of $601,657 from Kalban Inc. Following a review by city staff and the city's federal grant coordinator, DT Stellar was determined to be the lowest responsive bidder.

The overall project budget is $824,887.50, comprising the proposed construction contract, a $125,000 contingency, $81,000 for construction management and inspections, and another $81,000 for project management.

Funding comes from federal Community Development Block Grant funds, local Measure M transportation funds and Transportation Development Act Article III funds.

If the contract is approved and subsequently executed, construction is expected to begin in December 2026 and be completed within approximately 60 working days, although the city cautioned that adverse weather could affect the schedule.

The contract award was listed as Item H.6 on the council's Oct. 13 consent calendar.
