This is a report made by 19 citizens who have volunteered there time to be the watchdog for the rest of us. I remind you they are not paid for this, they do it as a service for the rest of us. What they discovered and reported to us is that the Board of Supervisors and the County Manager have misled the residents/voters/taxpayers on the last to elections to think we had a structural deficit when in fact we had a surplus.
