Seen dumping garbage in the bay

Today I saw someone dump a large green plastic bin in the bay from the parking lot at Bair Island near the new bridge. The person was male, hispanic, between 65 and 70 years old, heavy set, about 5ft9. He was driving a Suzuki XL.7 mini van, license 5ABR739. I got a good look at him as he passed me on the trail. I also saw him return to his car. I don't know what this guy was thinking. Just disgusting! I'm sure the bucket is still floating near the shore but was too far out for me to get it.
