Oakland Police are appealing to the driver and passenger to turn themselves in.

OAKLAND, CA — Police are encouraging two people to turn themselves in after the vehicle they were in hit and severely injured a 14-year-old boy bicyclist Wednesday afternoon in Oakland, police said.

Officers responded at 12:23 p.m. to the 1100 block of 35th Avenue where the collision occurred.
Officers discovered that the driver failed to stop after the vehicle hit the child and the boy was dragged under the vehicle for at least four blocks, according to police.

The driver stopped eventually, which dislodged the boy, and then the driver drove off.
