Rohnert Parks Christmas Tree Electrified Power Supply

Can anybody tell me what part of the national electrical code that Rohnert Park is using to justify this unsafe electrical installation along Rohnert Park Expressway that powers up their Christmas tree lights that they leave up year after year.

The whole power systems 2 inch supply line is underwater, except work comes up above grade, and is exposed to the public. This supply line could be hit by a vehicle going off the road. Since the asphalt drops right off and if a cars tire goes over the edge, it will pull it right into the center divide and could hit the line. The supply lines are supposed to be 2 feet below grade.

The electrical boxes do not meet the current NEC standards or any past standards for that matter.

Please let them know that this is not right. They have been told year after year for the last three years, and they do nothing about it , and they place their employees, and any residence crossing the street in danger every year.
