Rohnert Parks Dangerous Stormwater Discharge In G Section!
Rohnert Parks Neglected Stormwater Drainage System causes many HIDDEN Dangers, and many right in front of everybody!
I have been trying for years to get the City to fix their G Sections Stormwater Drainage System that stays half full, causing many problems, and is out of Compliance with Federal and State EPA Requirements. The operational condition of the Open Culvert Sections doesn’t meet the Required State Of Flow due to Sediment Backed up in the downstream section, 100’ after the Upper G Sections outlet pipe.
This keeps the Whole Upper G Sections Pipes that are Under the Streets Half Full.
Problems and Dangers that it causes by remaining half full are,
1. G section Flooded years ago due to one line not big enough to handle the flow of water with just the one line. By keeping the lines half full, you have eliminated one whole line of the needed flow capacity from the system.
2. They installed a second line under the Bike Path to handle the flow. (Worked good for awhile until Sediment backed up the Whole System).
3. New Contaminated Water runs off the streets but doesn’t flow downstream. The Hydrocarbons float to the top and pool up, then when the temperatures reach the right level, they start to evaporate and the Hydrocarbon Vapors rise up and out the Street Drains that are right at the end cul-de-sac‘s where our kids play.
4. The Backup Of Sediment and Vegetation Growth along with lack of elevation change, from the B.O.P. (bottom of pipe) elevation at the outlet, to about 600’ down the Open Section of the culvert, makes the backup even worse during a big rain event that lasts a few days.
5. The County came in and Only cleared the first 100’ of the Open Section Of The Drainage System. This made a Heavy Metals Settling Out Pool. This allows the Heavy Metals from the Road runoff to fall out of the flow. And sit where our kids play.
6. Once the Vegetation Blocks the flow at the end of the pipe, the section that they cleared turns into a playground. Bike jumps, rope swings, kids having mud ball fights, little ones playing with their trucks in the bottom, (with parents watching and helping).
7. The Flow Rate during a Major Rain Event is a Ragging River, and Unsafe. The Banks are Slippery and Too Steep, many kids slip in, not during the high flows, thank God.
8. They make Rope Swings to Swing across. The City put some Rocks to try and stop them, no luck!
9. The City didn’t use aproved materials (drain inlets along Bike Path) during the construction of the second line allowing the dead leaves and dead vegetation to get into the system, causing additional blockages in the underground section.
10. They say it’s the County’s Job, but in the Codes, its stated that it’s the City’s Responsibility to Keep the Stormwater Drainage System Clear And Operational thru their City Limits. The County does the rest.
11. Do you have Flood Insurance? Did you know you might need it. What would the insurance company’s say if it flooded again, who would they blame. We would pay of coarse, so make them fix the problem that I have been blowing the whistle on them for years no, and they only made the problems worse, and added more Dangers to the Area.
