Windsor Man Arrested After Domestic Violence Incident, Police Chase

Police arrested a Windsor man Friday following a domestic violence incident and a subsequent vehicle pursuit with law enforcement in and around Santa Rosa.

Lance Edwin Evans, 30, was arrested on suspicion of kidnapping, domestic battery, recklessly evading an officer, resisting arrest, DUI and driving without a license, according to the Santa Rosa Police Department.

Police responded at 10:14 p.m. to Fourth Street and E Street after receiving a call of domestic violence. Police said a caller reported seeing a woman trying to get out of a red Dodge truck being driven by a man.

Police received a second call a few minutes later about a similar truck running stoplights and driving without headlights on Sonoma Avenue.

Police said offices located the vehicle and tried to pull it over, but the truck fled onto U.S. Highway 101 at speeds faster than 100 mph.

The Sonoma County Sheriff’s Office also responded to the incident and deployed spike strips along River Road to try and disable the vehicle. The truck ran over the spike strips, which flattened the vehicle’s tires, but the truck continued to flee officers.

Police said the pursuit continued onto state Highway 116, where the driver, later identified as Evans, jumped out the truck and tried to flee on foot.

He was located in a culvert along the highway. The woman was located safely inside the truck.

Police said she had tried to exit the vehicle earlier but was forcibly pulled back into the truck and held against her will.

The pursuit lasted 31 minutes and covered about 31 miles, police said.
