In an effort to help catch the culprit, PETA is offering a reward of up to $5,000 for information leading to the arrest and conviction of the person or people responsible for dumping the puppies. If the two cases are determined to be unrelated, PETA will offer up to $5,000 for each case.

"At least one person out there tossed tiny puppies into the trash and left them to die surrounded by garbage," PETA Vice President Colleen O'Brien said. "PETA urges anyone with information to come forward immediately so that whoever left these dogs to die can be held accountable and stopped from hurting anyone else."

An animal cruelty or animal abuse conviction could lead to three years in prison, a fine of up to $20,000 or both.
