MARIN COUNTY, CA – The California Highway Patrol impounded a vehicle Tuesday evening after discovering the driver was covering both of his license plates with a receipt from Safeway.

The area is near the Richmond-San Rafael Bridge, where motorists sometimes cover license plates to avoid tolls, according to the California Highway Patrol's Marin office.
