BACKGROUND:

On July 11, 2017, the City Council adopted a resolution ratifying the City Manager's proclamation of existence of a local emergency related to the dump truck collision that occurred at the San Bruno Senior Center on June 19, 2017. The collision caused severe structural damage to the building and a hazardous materials spill. Immediately following the collision, the Chief Building Official deemed the western portion of the Senior Center multi-purpose room as un-safe and red tagged that portion of the Center as a result of the severe structural damage the building incurred.

Under a local emergency, the City Manager is authorized to expend City funds needed to respond to the emergency, to enter into contracts to ensure that the damaged Senior Center facility is repaired, and to purchase necessary materials and equipment from vendors, without the delay associated with using the public bid process or otherwise conforming to the City's purchasing ordinance.

The City is using its emergency authority to expedite the process to contract and complete the repair and reconstruction of the stage area of the building. The declared State of Emergency in San Bruno will remain active until terminated by the City Council.

Staff is scheduled to report activities to the City Council through the completion of repair. An oral update was provided at the regular City Council meeting on July 25, 2017.

DISCUSSION:

The City has recently completed all of the necessary work to contract for demolition and environmental remediation of the area that was damaged by the truck accident. Demolition work began on Tuesday, August 8 and was completed on August 14. There were some petroleum products spilled during the incident that will require soil cleanup. The cleanup work began on August 18 and will take approximately one week to complete.

Work is currently in process to prepare building construction plans for review and approval by City's Building Department. This work will take a few weeks to complete before building construction can begin. As a result staff expects that there will again be a period of time, after the demolition is done and before the reconstruction begins, when no work will be active on the site. While the damage to the Senior Center is confined to a relatively small section of the building, the damage is significant and will take some time to repair. Once construction begins,

staff anticipates it will take approximately 2-3 months to complete. Staff estimates having the Senior Center fully restored and back in full operation by early 2018.

The City is very aware that the services and programs provided through the Senior Center are critical within the community and is working hard to make sure that the necessary repairs are completed as expediently as possible. Senior Center services and programs have been relocated to accommodate the reconstruction and will be posted to the Senior Center homepage on the City's website at:

Staff is also in contact with participants of the Senior Center to keep them informed of program changes.

FISCAL IMPACT:

The City's Finance Department is tracking all costs incurred by the City in the incident. All costs incurred above the $5,000 property damage deductible will be covered by the City's property insurance provider.
