San Bruno is “the City with a Heart”. Located in San Mateo County, San Bruno is twelve miles south of San Francisco and adjacent to the San Francisco International Airport. The Position
The City of San Bruno is seeking a Finance Director to join our City Management Team. For those who are looking for challenging and rewarding work, the City of San Bruno offers an exciting opportunity. The Finance Director reports directly to the City Manager. The Director is supported by outstanding mid-managers in the Accounting Manager and Financial Services Manager positions and will oversee a stable and productive department of 9 full time employees. This position is responsible for the day-to-day management and operations of the department including budgeting, payroll, accounts payable, utility billing, and business licensing.
The Finance Director will be working on several high priority projects such as the Water and Wastewater Rate Study, Development Impact Fee Study, Cost Allocation Study and updating the City’s Purchasing Policy.

Ideal Candidate
The ideal candidate must have a proven track record which demonstrates highly developed leadership and management skills, a keen understanding of government accounting theory, principles, and practices, outstanding communication skills, and the ability to develop a positive team environment inside the department. The successful candidate must demonstrate an ability to work effectively with department employees and collaboratively with other departments. The successful candidate must also demonstrate vision, have a positive perspective and an interest in and an understanding of big picture City policy and issues. The successful candidate will be a strong administrator with outstanding problem solving and multi-tasking capabilities. It is critical for the candidate to possess interest and ability to develop and maintain effective relationships in the community and the organization and to mentor Finance staff. Excellent verbal and written communication skills are essential.


Minimum Qualifications

  • Six (6) years of progressively responsible experience in municipal finance work including three (3) years of supervisory experience (previous successful director level experience is highly preferred)
  • Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, finance, business or public administration, or a closely related field
  • Ability to obtain and maintain a valid California driver’s license


Knowledge, Skills and Abilities

The successful candidate will possess advanced knowledge of modern governmental accounting theory and municipal investment management, principles, practices and methods, including GAAFR (Governmental Accounting, Auditing, and Financial Reporting), GAAP (Generally Accepted Accounting Principles), and GASB (Governmental Accounting Standards Board). Advanced knowledge in public finance, fiscal planning, annual budget preparation, analytical report preparation, municipal financial statements, and mandated financial reports is key to this position.

As this position supervises Finance staff, the successful candidate will possess the ability to provide leadership, organize workloads and staff assignments, and train and evaluate assigned staff. The candidate will demonstrate history of effective employee management, both in day-to-day operations and long-term professional development. Because the Director is often called upon to present information to employees, consultants, other governmental agency representatives, and the general public, it is imperative for the candidate to possess effective oral and written communication skills.
