SUBJECT: Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Elite Landscape Construction, Inc. in the Amount of $1,047,550 for the Crestmoor Neighborhood Reconstruction - Earl Glenview Park Project; Approving a Construction Contingency of $157,133; and, Approving a Total Budget in the Amount of $1,411,378

BACKGROUND:

The reconstruction and rebuilding of infrastructure in the Crestmoor (Glenview) Neighborhood as a result of the September 9, 2010 PG&E gas pipeline explosion and fire is nearing completion. To date, all the major underground infrastructure (waterlines, sewer, and storm drainage) has been replaced. The upper sanitary sewer lateral project is completed as well, with only reimbursement of surface restoration to some individual properties remaining. The replacement of the surface improvements, including sidewalks, curb/gutter, roadway pavement, and streetlight system is under construction and estimated to be completed by the end of 2017. The last remaining project is the reconstruction of the Earl-Glenview Park,

The City previously engaged the services of MIG, Inc. to perform public outreach, conceptual planning, and development of a park master plan to be used as the foundation for design and construction of the new park. An extensive neighborhood engagement process was undertaken to receive input from the neighborhood to help shape the design of the Earl-Glenview Park. Three neighborhood workshops were conducted at which the public was invited to provide input on their preferences of park amenities, articulate their vision, and share concerns regarding neighborhood impacts, safety, and maintenance. The park visioning process led to the creation Of an Earl-Glenview Park Master plan which was reviewed by the Parks and Recreation Commission on September 21, 2017 and approved by the City Council on September 27, 2016. Upon approval of this master plan, MIG, Inc. was subsequently contracted to perform landscape architecture design of the park and prepare documents for the park's construction. During the design phase of the project, the neighborhood was invited to the February and April 2017 meetings of the Parks and Recreation Commission to provide additional input on the detailed landscape architectural design.

As a result of input and feedback from the neighborhood, this project incorporates certain features that will differentiate it from other parks within the City. The Earl-Glenview Park design includes the following design vision:

  • An overlook with seating, paving, and a view of the Crestmoor Canyon;
  • Play space with active play equipment and a rubber play surface;
  • Serves as a neighborhood gateway with signage, heritage trees, scored toned paving, and seating;

· Drought-tolerant plant material and a space for open play;

· A neighborhood square with seating, picnic tables, and scored toned paving;

· Play space for children ages 2-5 with low fencing, seating, a rubber play surface, and play equipment;

· An urban forest buffer area adjacent to two homes with vertical tree plantings and low maintenance ground cover;

· An adventure course with toned paving and four-foot wide path;

· Flexible event space; and,

· Area for use as a sports court with seat wall and park overlook.

The design also incorporates a drinking fountain with integral dog watering bowl. Consistent with other neighborhood parks throughout the City, restroom and off-street parking facilities are not included in the project scope.

On June 29, 2017 the park project was advertised for construction and bids were received on July 27, 2017. Staff is seeking authorization to award a construction contract to the lowest responsible bidder, Elite Landscape Construction, Inc. in the amount of $1,047,550 and City Council approval of a project budget of $1,411,378.

DISCUSSION:

Following receipt of input from the neighborhood and the Parks and Recreation Commission, MIG, Inc. completed the design of the Earl-Glenview Park project and prepared a bid package for advertisement. In compliance with the State Contract Code and the City's local purchasing regulations, a Notice to Bidders for this project was posted on the City's website and advertised in the San Mateo Daily Journal newspaper on June 29 and July 6, 2017. A pre-bid conference was held on July 17, 2017 and was attended by three contractors. On July 27, 2017 the City received a bid from only one contractor, Elite Landscape Services, Inc. of Clovis, CA. The bid received was in the amount of $1,047,550, which is $199,450 (-16%) below the engineer's estimate for the project. Staff has performed a thorough review of the bid submitted as well as the Contractor's qualifications and recommends that a contract be awarded to Elite Landscape Services, Inc. to perform the construction of the Earl-Glenview Park.

The construction of the park will be concurrent with the completion of the Phase IV roadway improvement project. The roadway improvements include replacement of the curb, gutter, and sidewalks. To accommodate the park construction and avoid reconstruction of new improvements, certain portions of sidewalk and curb/gutter immediately adjacent to the park areas will be constructed as part of the park project upon completion of the on-site park improvements. City staff and contractors responsible for the Phase IV project will conduct project inspections, perform construction management, and will coordinate between the two projects such that newly installed street and intersection improvements are protected from damage and/or these improvements are postponed until the completion of the park construction to avoid reconstruction or repair of new work. Funding for project inspections and construction management is already provided as part of the Phase IV work.

The work will be performed in discreet phases to minimize the disruption to the neighborhood. Construction will commence in early October and should be completed in February 2018 factoring in some anticipated weather delays and holidays.

FISCAL IMPACT:

The project budget of $1,411,378 includes the following:

Development of the Master Plan and Architectural Plans

The costs for the contract with Elite Landscape Construction and other project expenses identified above will be covered through the City's Trust Agreement funded by PG&E. This revised project budget of $1,441,378 is $250,644 less than the appropriation of $1,662,022 approved for the project in the City's Fiscal Year 2017/18 Capital Improvement Program Budget,

ALTERNATIVES:

I Do not award the contract to Elite Landscape Construction, Inc. for the Earl Glenview Park

Project.

2. Reject the current bid and re-advertise the project for bids. This will result in further delay in the completion of the neighborhood improvements.

RECOMMENDATION:

Adopt a resolution authorizing the City Manager to execute a construction contract with Elite Landscape Construction, Inc. in the amount of $1,047,550 for the Crestmoor Neighborhood Reconstruction - Earl Glenview Park Project; approving a construction contingency of $157,133; and, approving a total budget in the amount of $1,411,378.
