Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting.   • The City of San Bruno and Group 4 Architects will hold its first public engagement meeting
  • The Annual Pancake Breakfast and Easter Egg Hunt will be held on Saturday, March 24th,

for the development of the conceptual design for the new Recreation and Aquatic Center. The meeting will be held on Thursday, March 22nd at 6:30 p.m. at the Veterans Memorial Recreation Center in City Park. An informal Open House will also be held the same day at 3:00 p.m. Please come to the meeting to share your ideas about this exciting project!

5. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.

  • Approve: Minutes of Special and Regular City Council Meetings of February 27, 2018.
  • Approve: Accounts Payable of February 26 and March 5, 2018.
  • Approve: Payroll of February 23, 2018.
  • Accept: Reconciliation of General Ledger to Bank Reports and Investment Reports Dated January 31, 2018.
  • Waive: Second Reading and Adopt an Ordinance Amending Chapter 12.96 of Title 12 (Land Use) of the San Bruno Municipal Code to Establish a Planned Development District, Update the Zoning Map and Adopt a Development Plan for the Skyline College Residential Project.
  • Adopt: Resolution Accepting the Senior Center Deck Replacement Project as Complete, Authorizing the Filing of Notice of Completion with the San Mateo County Recorder’s Office, and Authorizing Release of the Construction Contract Retention in the Amount of $8,833.

  • Adopt: Resolution Approving Agreement between the City of San Bruno and the San Bruno Police Bargaining Unit, and Authorizing its Execution by the City Manager.
  • Adopt: Resolution Authorizing the City Manager to Execute the Master Agreement Entitled “Administering Agency-State Agreement For Federal-Aid Projects” and Program Supplements with State of California Department of Transportation (CalTrans).
    ===== All of the above Consent Calendar was approved.

7. REPORT OF COMMISSIONS, BOARDS & COMMITTEES:

8. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

9. CONDUCT OF BUSINESS:

  • Adopt Resolution Initiating Property Owner Notice and Protest Process as Required by Proposition 218 for 2018-19 Garbage Rate Increase Proposed by Recology San Bruno.

    ===== The proposed increase in Recology rates keeps San Bruno in about the middle of rates for cities on the peninsula. The proposed 2.45% increase will include a Cost of Living increase and additionally increases for the actual disposal.

    The Council passed Recology’s rate request to follow the required notice to property owners. Additional a modified notice will go out to non owner occupants.

    Recology discussed the need for residents to be almost perfect in sorting items for the BLUE recycling container. The collected BLUE container contents are shipped to China where they sort and actually recycle the contents. Currently many residents put UNACCEPTABLE items in the BLUE recycle container. Starting January 1 2019 China will NOT accept contaminated contents. Recology will be undertaking an EDUCATION program reminding residents what items are acceptable and what items are NOT ACCEPTABLE. Please do your part.

  • Receive Investment Report and Adopt Resolution Approving Amendment to the City Investment Policy.

    ===== The Council approved the above policy.

  • Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Bear Electrical Solutions, Inc. for the Streetlight Pole Replacement Project in the amount of $247,100, Approving a Construction Contingency of $49,420, Appropriating $71,230 from the Measure A Fund Balance, and Approving a Total Budget in the Amount of $321,230.

    ===== The Council approved the above resolution.

  • Approve Design and Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with O’Grady Paving, Inc. for the Downtown Parking Lot Resurfacing Project in the Amount of $433,603, Approving a Construction Contingency of $65,040, Appropriating $103,039 from the Measure A Fund and Approving a Total Budget in the Amount of $603,039.

    ===== There are 8 parking lots in the downtown area to be resurfaced, 1 at a time. The Council approved the above resolution.
