The following list is in no specific order:

A: Implement Transit Corridor Vision to Revitalize Downtown and Commercial Corridor

  • Process Major Private Development Projects in TCP area (2 in construction; 1 pending entitlement)
  • Complete Zoning Code Update - including Community Benefits Zoning and identification of specific desired community benefits and procedures for negotiation of development agreements
  • Complete and implement Downtown Parking Management Plan
  • Complete and implement Downtown Streetscape Plan

B: Assure Rehabilitation & Replacement of Critical Community Facilities and Infrastructure

  • Complete full replacement of water and wastewater system infrastructure over next 13 years (3 major pipeline and 2 tank/pump station projects pending/in progress)
  • $35 million financing for next 3 years water and wastewater infrastructure work program
  • Complete planning design and development of new Recreation Center and Aquatic Center
  • Complete necessary equipment replacement and rebuild of the Cable system including final consideration for financing and deployment of a City-wide Fiber to the Home project
  • Develop and implement plans and funding for replacement/rehabilitation of municipal buildings, streets, stormwater, treetlights and other critical infrastructure

C: Grow City Revenues to Assure On-Going Fiscal Stability and Economic Vitality

  • Investigate strategies to increase on-going General Fund revenues to support capital and operating needs and improvements including establishment of assessment district, voter approved revenue, user fees
  • Complete and implement Development Impact Fee program
  • Develop FY 18-19 Budget with contingency plan to address projected revenue shortfall

D: Continue to Strengthen Community Connections and Engagement

  • Continue and expand use of City website and social media to announce community activities/meetings, provide information on City projects and alert residents to public safety issues
  • Coordinate with San Bruno Park School District projects and alert residents to public safety issues project/issues relevant to the community
  • Evaluate and implement strategies to provide expanded public education, information and participation opportunities
  • Continue delivery of major community and special events
  • Continue strategies to engage community in planning and development of operations and programming priorities for new recreation facilities

E: Protect and Improve Community Aesthetics and Safety

. Continue aggressive and coordinated code enforcement programs to address community concerns and mitigation of chronic violation locations

  • Evaluate strategies to more effectively manage very high level of violation reporting including prioritization of life safety items and consolidation of reporting portals
  • Continue proactive enforcement and evaluate/implement strategies for expanded enforcement and mitigation of neighborhood parking issues
  • Complete review and consider enhancement of urban forest management practices
  • Complete update of the Emergency Operations and comprehensive Hazard Mitigation Plan
  • Continue and enhance support to public safety first responder operations with communications, equipment, technology and facility needs

F: Continue Proactive Planning for the Future of San Bruno

  • Complete Bayhill Specific Plan
  • Complete implementation of new State law regarding marijuana cultivation and sale
  • Complete comprehensive update of the Municipal Code
  • Maintain competitive staff salary/benefits, recruitment/retention programs to ensure a capable, responsive staff, including development of strategies to address continued increases in pension costs
  • Continue and expand comprehensive employee training/development programs to enhance staff capability, promotional readiness and implementation of municipal best practices, including legally required topics, supervision/management academies and technical/professional training
  • Implement new technologies to maintain and improve operational effectiveness across the organization

Council to Council:

  • Demonstrate mutual respect by actively listening, learning, and keeping an open mind.
  • Encourage healthy debates and discussions, disagree respectfully, and seek outcomes for the greater good.
  • Give others the benefit of the doubt; assume positive intent; vote and move on.

Council / Appointees:

  • Respect boundaries between policy and operations; Council focus on "what" not "how."
  • Direct requests to the City Manager, City Attorney, or City Clerk.
  • Be open-minded and realistic.
  • Avoid surprises.

Council to Media and Public:

  • Check with staff for facts before responding.
  • Don't feel pressured to respond. Instead, say you will follow up and get back to them.
  • Allow Mayor, Vice Mayor or City Manager to respond on behalf of the City, depending upon the topic
  • Be clear when you are offering your personal opinion, not speaking on behalf of the Council.
