SUBJECT: Adopt Resolution Approving the Installation of New Stop Signs at the Intersection of San Mateo.Avenue and Jenevein Avenue
BACKGROUND:
The Public Works Department received a request to establish an all way stop control at the intersection of San Mateo Avenue and Jenevein. Avenue, San Mateo Avenue between El Camino Real and Huntington Avenue is the heart of San Bruno's downtown area which consists of shops, restaurants and other businesses. It is a two lane road, one in each direction, with parking allowed on both sides,.
Along the length of San Mateo Avenue from El Camino Real to San Bruno Avenue, there are two traffic signals, one at the intersections of San Mateo Avenue and San Bruno Avenue, and the other at San Mateo Avenue and Huntington Avenue. In addition, there are three all way stop control at the intersections of San Mateo Avenue and Kains Avenue, San Mateo Avenue and Angus Avenue, and San Mateo Avenue and Sylvan Avenue. However, the intersection of San Mateo Avenue and Jenevein Avenue is the only significant intersection in the downtown area that is not controlled by either a traffic signal or an all way stop. There is currently an existing stop sign at the intersection on Jenevein Avenue but not along San Mateo Avenue. This intersection is highly used by vehicles to access the downtown corridor.
DISCUSSION:
Staff evaluated the intersection to determine whether an all way stop control can be installed at the intersection of San Mateo Avenue and Jenevein Avenue. Both vehicle volumes and the collision history were reviewed and determined that the data collected does not meet the requirements for an all way stop. However, due to the high level of pedestrian activity in the downtown corridor, staff concluded that there is a need to control vehicle/pedestrian conflicts in order to prevent any potential accidents.
Staff presented the evaluation and recommendation to the Traffic Safety and Parking Committee (TSPC) for consideration on October 4, 2017. The TSPC Committee voted 4-0 to recommend establishing all way stop control at the intersection of San Mateo Avenue and Jenevein Avenue. No residents in attendance were opposed to the installation of an all way stop control at the intersection. Orange flags will be installed on each stop sign and left in place for 30 days to improve visibility to allow motorists to become familiar with the new stop signs.
FISCAL IMPACTS:
The FY 2017-22 Street Operating Budget includes funding for TSPC work orders for painting pavement markings and installation of signs. The estimated cost for pavement markings, signs, and curb markings is $1,120. There is sufficient funding in the operating budget to install the signs and no new appropriation is being requested.
ALTERNATIVES:
- Direct staff not to establish all way stop control.
- Direct staff to evaluate other traffic calming measures for the intersection.
RECOMMENDATION:
Adopt resolution approving the installation of new stop signs at the intersection of San Mateo Avenue at Jenevein Avenue
