SUBJECT: Adopt Resolution Establishing Parking Restrictions for Loading Zones and Police Vehicle Parking Stall on City Park Way in San Bruno City Park and Amending Resolution 1987-24
BACKGROUND:
In order to provide an enhanced level of service to San Bruno residents, the San Bruno Police Department proposed to establish a satellite police location in the southwest corner of the Recreation Center building in City Park to house a Police Patrol Officer. The main police station is located at the north side of the City and the second location at the south side of the City will enhance Police access and make Police personnel better available to interact with the public. The Police Department requested the Public Works Department to determine the viability of providing a parking space along City Park Way adjacent to the Recreation Center for the police vehicle. The Police Department requested the designation of a parking stall be located where it is visible from the satellite location for exclusive use by the officer staffing the satellite location in order to deter vandalism to the vehicle.
Staff evaluated the existing parking restrictions in front of the Recreation Center to determine whether changes can be made to accommodate the new police vehicle parking location. Currently, there are two (2) accessible stalls on the northwest side of City Park Way directly in front of the Recreation Center building. A yellow curb loading zone of approximately 50 feet long exists on the northwest side of City Park Way near the gazebo southerly of the Recreation Center building. Immediately south of the yellow loading zone is the red curb parking restriction that is approximately 75 feet long and directly in front of the pool building is another yellow loading zone that is 50 feet long.
During the discussions with the Police Department in regards to the police parking stall, the Community Services Department inquired whether additional loading zone spaces can be provided along City Park Way between the gazebo and swimming pool to accommodate the heavy loading activity that occurs in the area during summer camps.
While researching the existing parking restrictions on City Park Way, staff discovered some discrepancies where the existing curb markings did not match the description in Resolution 1987-24 which established no stopping zones, loading zones, and accessible parking stalls on City Park Way.
DISCUSSION:
Resolution 1987-24 designated all of the northwest side of City Park Way as no parking between the recreation center and the pool, except where accessible parking stalls or loading zones are designated: That resolution also designated 50 feet of yellow loading zone immediately to the south of the parking lot exit driveway, 50 feet of yellow loading zone in front of the pool building, and two (2) accessible stalls immediately south of the mid-block crosswalk in front of the Recreation Center building.
The current existing curb markings do not include a yellow loading zone immediately south of the parking [of exit driveway. That area is instead painted with red zone parking restriction. The other (discrepeny is: the xx feet of yellow loading zone in lieu of the red zone that is installed south of the two (2) accessible stalls.
The Police Department, Community Services Department, and Public Works Department have agreed to keep the existing curb markings and only modify the curb markings to create a police vehicle parking stall in front -of the Recreation Center near the gazebo and convert the no stopping Zone between the existing loading-zones to yellow loading zone, thereby creating one large yellow loading zone between the gazebo and the pool. In order to codify the parking restriction, the Resolution 1987-24 would need to be amended.
At their meeting On November 1, 2017 the Traffic Safety and Parking Committee (TSPC) voted 3-0 to recommend creating both the police vehicle parking stall near the gazebo the yellow loading zone between the gazebo and the pool.
FISCAL IMPACTS:
The FY 2017-22 Street Operating Budget includes funding for TSPC work orders for painting curb markings and installation of signs. The estimated cost for curb markings is approximately $300. There is sufficient funding in the operating budget to install the signs and no new appropriation is being requested.
ALTERNATIVES:
- Do not approve the creation of the new police vehicle parking stall in front of the Recreation Center.
- Direct staff to evaluate other parking locations for police vehicles.
RECOMMENDATION:
Adopt resolution establishing parking restrictions for loading zones and police vehicle parking stall on City Park Way in San Bruno City Park and amending Resolution 1987-24.
