AB 847 (Mullin) re: mental health funding passes on the Assembly Floor, sent to Governor.
AB 847 appropriates $1,000,000 from the Mental Health Services Act Fund (Proposition 63) to the State Department of Health Care Services (DHCS) to develop an application for federal funds.

Specifically, AB 847 requires DHCS to develop a proposal to the United States Secretary of Health and Human Services to be selected as a participating state to receive enhanced federal matching funds to nearly double federal funds to support community mental health and alcohol and drug services with no additional state or county cost. Estimates are that the benefit to the state could be in the range of $1 billion.
“This bill is an urgency measure,” noted Assembly Speaker pro Tempore Mullin, “so that DHCS can begin work on the application as soon as possible. Applications are due in October 2016 with awards to be made in January 2017.”
“If we can get this bill enacted before the Spring Recess, DHCS should have enough time to get an application completed. In the end the possible benefit to local mental health programs, could be substantial,” said Mullin.
“I am grateful my colleagues in both houses joined in helping me pass AB 847. I am hopeful the Governor will sign the bill into law quickly so the DHCS can get the process started as soon as possible.”
