SamTrans Launches Rider Survey to Determine Fare Policy
SamTrans is preparing to launch a customer survey that will be used to build a fare elasticity model. This model will allow SamTrans to conduct more comprehensive fare analysis, which will allow the agency to more accurately determine its fare policy.
The survey will sample 1,500 riders from 11 routes that constitute approximately 70 percent of system ridership. This should result in a demographic sample that is representative of ridership as a whole.
The data collected will be used in the modeling to determine how changes in fare price influence people’s use of SamTrans. This will be used to craft the SamTrans Fare Policy Study Report which will recommend a fare policy that will be presented to the SamTrans Board of Directors this summer, as well as provide a more in-depth picture of the needs of riders that can be used in future efforts.
SamTrans’ farebox recovery ratio is currently at 15.4 percent, and has been gradually declining as ridership has dropped over the last decade. Determining an appropriate fare structure is necessary for the long-term fiscal health of the agency.
