AGENDA - SAN BRUNO CITY COUNCIL - April 10, 2018 - 7:00 p.m.

Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 3. ANNOUNCEMENTS:

• Recology San Bruno will host a free Compost Give Away, to celebrate Earth Day on
  Saturday, April 21st, from 8:00 a.m. to 11:00 a.m., at Beckner Shelter in San Bruno Park. Bring your own bucket.
• Operation Clean Sweep Coordinated by the Beautification Task Force will be held on Saturday May 5th beginning at 9:00 a.m. at City Park. To register, please visit the City’s website at www.sanbruno.ca.gov

4. PRESENTATIONS:

• Present Proclamation Declaring April 8-14, 2018 as National Public Safety Telecommunicator’s Week.
• Present Proclamation Declaring April 22-28, 2018 as West Nile Virus and Mosquito and Vector Control Awareness Week.

5. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.

• Approve: Minutes of Special and Regular City Council Meetings of March 27, 2018.
• Approve: Accounts Payable of March 26 and April 2, 2018.
• Approve: Payroll of March 23, 2018.

d. Accept: Reconciliation of General Ledger to Bank Reports and Investment Reports Dated February 28, 2018.

e. Adopt: Resolution Authorizing the City Manager to Execute a Contract with Professional Land Services for Surveying Services for the 2017-18 Street Rehabilitation Project in an Amount Not to Exceed $64,870.

• Adopt: Resolution Rejecting Lowest Bidder and Authorizing the City Manager to Execute a Construction Contract with Rosas Brothers Construction for the Sidewalk Repair Project in the Amount of $347,000, Approving a Construction Contingency of $34,700 and Appropriating $75,000 from the Measure A Fund.
• Authorize: Letter of Opposition for Senate Bill 827 Regarding Planning and Zoning for Transit-Rich Housing Projects.

8. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

9. CONDUCT OF BUSINESS:

• Receive Report on the Feasibility Analysis for a City-Wide Fiber to the Home (FTTH) Upgrade to the San Bruno Cable System and Provide Direction to Staff.
• Adopt Resolution Authorizing Purchase of Internet Router Replacement Equipment for City Network, Commercial Businesses, School District and San Bruno Cable Residential Customers in the Amount of $1,676,000.
• Receive Report and Provide Direction to Staff Regarding Traffic Safety and Operational Improvements at the Intersection of San Bruno Avenue and Cherry Avenue.
