Speaker pro Tem Mullin’s Statement on Adopting the 2015-16 Budget
The 2015-16 State spending plan, contained in the AB 93 conference report, is the most fiscally sound and prudent budget the state has produced in many years. AB 93 is finally able to increase much needed resources for working families as well as increase reserves and pay down debt, things that were unimaginable five years ago. As a member of the Budget Committee, I am proud of the work of the two house conference committee and our productive discussions with Governor Brown. Work still remains on a few items that will be addressed in “trailer bills” this week.
AB 93 significantly builds our reserves and pays down debt by allocating $4.2 billion to the Prop 2 Rainy Day Fund and $1.5 billion to the regular Budget Reserve. It also repays $2.6 billion in the Wall of Debt and other debt payments consistent with Prop 2. This represents a “prudence during prosperity” approach to budgeting.

K-12 public education continues to be a big winner as this budget allocates $8.2 billion for Proposition 98, above the 2014-15 budget. AB 93 also expands early education and child care funding by $577 million. Investment in early education programs provide a solid foundation for our children that is critical to their development and success later in life and will result in budget savings over time.
AB 93 also establishes a much needed Earned Income Tax Credit that will benefit over two million Californians and will assist in lifting approximately 100,000 out of poverty and help address income inequality in our state.

This is a balanced, timely plan and is a responsible and sustainable budget that the people of California can be proud of.
