Sacramento, CA- California State Assemblymember Kevin Mullin, D-San Mateo, was sworn in today as Speaker pro Tempore of the California State Assembly. Assemblymember Mullin was appointed to the presiding officer position by Assembly Speaker Toni Atkins, D-San Diego for the 2015-16 session. He was sworn in by Associate Justice Goodwin Liu of the California Supreme Court. Mullin, 44, also took an oath of office for his second two-year term in the State Assembly. He previously served as Assistant Speaker pro Tempore and was first appointed by former Speaker John A. Perez in 2012.

In this new role, Mullin will continue as part of the Speaker’s leadership team, and will preside regularly over floor sessions. The job is critical to ensuring bi-partisan cooperation and civility in the business before the full Assembly floor, making rulings on parliamentary inquiries and points of order, as well as ensuring smooth operations as the Assembly takes up thousands of bills in its upcoming session.
“I am deeply honored by this appointment, and grateful to Speaker Atkins for her confidence in me to assume this key role,” Mullin said. “I believe the Assembly, both Democrats and Republicans, can demonstrate to other states and to the country for that matter, that civil discourse and bi-partisan cooperation is alive and well in our chambers as we debate and deliberate the business of the people of California.”
Mullin remains on the Budget, Revenue & Taxation, Business & Professions Committees, and has requested to sit on the Assembly’s Elections Committee. Mullin has authored numerous bills to strengthen and reform the elections process, including AB 2028 to enable San Mateo County’s participation in an all Vote-by-Mail elections pilot program. Mullin remains Chair of the Select Committee on Biotechnology, as Assembly District 22 includes South San Francisco, the Birthplace of Biotechnology, and home to over 100 biotechnology companies.
Speaker Pro Tem Mullin is a member of the “Class of 2012”, the first class elected under the new term limits law which enables Assemblymembers to serve up to 12 years in the Assembly.
